Oh I think Rose absolutely is. Take the scene where Jack and Martha are bitching, and Jack mentions that Rose is a blonde. Classic. I think because DW is a family show, you don't get the blatant stuff you get in Torchwood, but I do think Rose is set up in a similar way to Gwen. I actually like Rose more though.
I don't think that the Ianto haters are as widespread as the Gwen bashing, although of course I haven't exactly studied it, and I'm only really talking about Lj, of course there are other forums. I think the nature of it though is really very nasty, but yeah, I haven't read a huge amount of either. Still like I said, I think there may well be an exception to your rule there, and I don't know if it's related to sexuality, but I suspect so.
I think maybe it's that as women so many fans weren't prom queens. Like I said, lack of Tosh hate, and I'm sure geeky women in other fandoms don't get the hate either. I can't think of a good example there, maybe Donna in Dr Who? Of course most of us weren't prom queens, there can only ever be one after all, but it's the male writers and producers who are often obsessed with those type of women, and put them front and centre in their shows. So the same old things play out, and we resent the characters for reminding us.
Unfortunately most fans can't see what you have pointed out, or have the insight into what is happening. Or maybe just don't care I guess. I don't see the problem with not liking any character, but I do hate it when it gets nasty or vitriolic, and sometimes seems rather unhealthy.
